Information, documents, and material must not be identified as being or containing UCNI in order to:
  1. (a)Conceal violations of law, inefficiency, or administrative error;
  2. (b)Prevent embarrassment to a person or organization;
  3. (c)Restrain competition; or,
  4. (d)Prevent or delay the release of any information that does not properly qualify as UCNI.
