The regulations in this part are to be followed when:
  1. (a)The NRC is owed a debt by an individual currently employed by another Federal agency;
  2. (b)The NRC is owed a debt by an individual who is a current employee of the NRC; or
  3. (c)The NRC employs an individual who owes a debt to another Federal agency.
