  1. (a)Any person may request that the Board perform a preliminary safety inquiry or conduct a formal safety investigation concerning a matter within the Board's jurisdiction.
  2. (b)Actions the Board may take regarding safety investigation requests are discretionary.
  3. (c)The Board will offer to protect the identity of a person requesting a safety investigation to the maximum extent permitted by law.
  4. (d)Board safety investigations are wholly administrative and investigatory in nature and do not involve a determination of criminal culpability, adjudication of rights and duties, or other quasi-judicial determinations.
