The regulations in this part apply to—
  1. (a)Any individual who manipulates the controls of any utilization facility licensed under parts 50, 52, or 54 of this chapter,
  2. (b)Any individual designated by a facility licensee to be responsible for directing any licensed activity of a licensed operator.
  3. (c)Any facility license.
