  1. (a)An NRC advisory committee may be established under this part only if its establishment—
    1. (1)Is specifically directed or authorized by statute or by Executive Order of the President; or
    2. (2)Has been determined by the Commission to be in the public interest and essential to the performance of the duties imposed on the Commission by law.
