No advisory committee may meet or take any action until a charter has been filed by the Committee Management Officer designated in accordance with § 7.10.
  1. (a)To establish, renew, or reestablish a discretionary advisory committee, a charter must be filed with:
    1. (1)The Commission;
    2. (2)The Committee on Environment and Public Works of the United States Senate and the Committee on Energy and Commerce of the United States House of Representatives;
    3. (3)The Library of Congress, Anglo-American Acquisitions Division, Government Documents Section, Federal Advisory Committee Desk, 101 Independence Avenue, S.E., Washington, DC 20540-4172; and
    4. (4)The Committee Management Secretariat, indicating the date the charter was filed with the congressional committees.
  2. (b)Charter filing requirements for non-discretionary advisory committees are the same as those in paragraph (a) of this section, except the date of establishment for a Presidential advisory committee is the date the charter is filed with the Secretariat.
  3. (c)Subcommittees that report directly to a Federal employee or agency must comply with this subpart.
