The Commission's decision on the petition for rulemaking may include, but will not be limited to, the following considerations—
  1. (a)The Commission's statutory authority;
  2. (b)Policy considerations;
  3. (c)The desirability of proceeding on a case-by-case-basis;
  4. (d)The necessity or desirability of statutory revision;
  5. (e)Available agency resources.
