To amend its application for conversion, a savings association must:
  1. (a)File an amendment with an appropriate facing sheet;
  2. (b)Number each amendment consecutively;
  3. (c)Respond to all issues raised by the appropriate Federal banking agency; and
  4. (d)Demonstrate that the amendment conforms to all applicable regulations.
