  1. (a)The opportunity to apply shall be announced by the Director, NASA Space Grant Program.
  2. (b)The application procedures and evaluation guidelines for awards under this section will be included in the announcements of such programs.
  3. (c)The applications will be reviewed by a peer review merit selection panel appointed by the Director, NASA Space Grant Program.
