This subpart applies to individuals who:
  1. (a)Do not have a U.S. physical address of record on file with the FAA;
  2. (b)Have a foreign address of record on file with the FAA; and
  3. (c)Hold or apply for certificates, ratings, or authorizations under part 47, 61, 63, 65, 67, or 107 of this chapter.
