Air carriers are exempt from the following provisions of 49 U.S.C. Subtitle VII:
  1. (a)Section 41510.
  2. (b)Section 41310, and any and all other provisions of 49 U.S.C. Subtitle VII, to the extent necessary to enable air carriers to comply with the provisions of this part.
