A foreign civil aircraft, including unmanned aircraft as defined in § 1.1 of this title, other than those referred to in § 375.10 may be navigated in the United States only when:
  1. (a)The operation is authorized by the Department under the provisions of this part, and
  2. (b)The aircraft complies with any applicable airworthiness standards of the Federal Aviation Administration for its operation.
