14 CFR §414.15

1. (a)An applicant for a vehicle operator license may also identify one or more sections of its application for which it seeks to obtain a safety element approval concurrently with a license. An applicant applying for a safety element approval concurrently with a license must—
   1. (1)Meet the applicable requirements of part 450;
   2. (2)Provide the information required in § 414.13(b)(3) and (c)(2) and (3); and
   3. (3)Specify the sections of the license application that support the application for a safety element approval.
2. (b)The scope of the safety element approval will be limited to what the application supports. The technical criteria for reviewing a safety element submitted as part of a vehicle operator license application are limited to the applicable requirements of part 450.
