14 CFR §431.93

1. (a)A designated launch and reentry site, including contingency abort locations, if any, not covered by existing FAA or other Federal environmental documentation;
2. (b)A proposed new RLV with characteristics falling measurably outside the parameters of existing environmental documentation;
3. (c)A proposed reentry to an established reentry site involving an RLV with characteristics falling measurably outside the parameters of existing environmental impact statements covering that site;
4. (d)A proposed payload that may have significant environmental impacts in the event of a reentry accident; and
5. (e)Other factors as necessary to comply with the National Environmental Policy Act.
