The FAA will issue an experimental permit to a person to launch or reenter a reusable suborbital vehicle only for—
  1. (a)Research and development to test design concepts, equipment, or operating techniques;
  2. (b)A showing of compliance with requirements for obtaining a license under this subchapter; or
  3. (c)Crew training for a launch or reentry using the design of the reusable suborbital vehicle for which the permit would be issued.
