This part prescribes the requirements for issuing the following certificates and associated ratings and the general operating rules for the holders of those certificates and ratings:
  1. (a)Air-traffic control-tower operators.
  2. (b)Aircraft dispatchers.
  3. (c)Mechanics.
  4. (d)Repairmen.
  5. (e)Parachute riggers.
