Each applicant for an air traffic control tower operator certificate must pass a written test on—
  1. (a)The flight rules in part 91 of this chapter:
  2. (b)Airport traffic control procedures, and this subpart:
  3. (c)En route traffic control procedures;
  4. (d)Communications operating procedures;
  5. (e)Flight assistance service;
  6. (f)Air navigation, and aids to air navigation; and
  7. (g)Aviation weather.
