Coastal States are encouraged to give high priority to:
  1. (a)Coordinating State coastal management planning, policies, and programs with respect to contiguous areas of such States;
  2. (b)Studying, planning, and implementing unified coastal management policies with respect to such areas; and
  3. (c)Establishing an effective mechanism, and adopting a federal-State consultation procedure, for the identification, examination, and cooperative resolution of mutual problems with respect to activities having interstate coastal effects.
