  1. (a)Engage in exploration means:
    1. (1)To cause or authorize exploration to occur, including but not limited to a person's actions as a sponsor, principal, or purchaser of exploration services; or
    2. (2)To conduct exploration on behalf of a person described in paragraph (a)(1) of this section.
