The application shall describe:
  1. (a)The process by which individuals or organizations may formally participate in the governance activities of the RCOS;
  2. (b)The rights and responsibilities of this participation;
  3. (c)The process by which the RCOS strives for organizational diversity through intra-regional geographic representation, and diversity of activities and interests from both public and private sectors; and
  4. (d)How the RCOS allows for participation from adjacent regions or nations.
