  1. (a)These regulations are to be followed when:
    1. (1)The Commission is owed a debt by an individual who is a current employee of the CPSC; or
    2. (2)The Commission is owed a debt by an individual currently employed by another Federal agency; or
    3. (3)The Commission employs an individual who owes a debt to another federal agency.
