These regulations are to be followed when:
  1. (a)The Commission is owed a debt by an individual currently employed by another federal agency;
  2. (b)The Commission is owed a debt by an individual who is a current employee of the Commission;
  3. (c)The Commission employs an individual who owes a debt to another federal agency.
