  1. (a)Any manufacturer, carrier, or owner may, within 30 days after he has been notified by a Certifying Authority of an adverse determination, including any review provided, appeal that determination to the Commissioner.
  2. (b)Any determination which is appealed remains in effect pending a decision by the Commissioner.
