2 CFR §1122.2

1. (a)That is prescribed by a statute, Executive order, policy guidance issued by the Executive Office of the President, or regulation that specifically refers to grants, cooperative agreements, or financial assistance in general;
2. (b)With which a recipient of a grant or cooperative agreement must comply during the period of performance; and
3. (c)That is outside subject matter areas covered by administrative requirements in subchapters D or E of this chapter.
