This part applies to you if you are—
  1. (a)A participant or principal in a “covered transaction” (see subpart B of this part and the definition of “nonprocurement transaction” in § 180.970 of this title).
  2. (b)A respondent in a suspension or debarment action of the Department.
  3. (c)An ED deciding official; or
  4. (d)An ED officer authorized to enter into any type of nonprocurement transaction that is a covered transaction.
