On its public website, USDA must maintain waiver request submission instructions and guidance on the format, contents, and supporting materials required for waiver requests by which:
  1. (a)USDA awarding agencies may request waivers to the application of the Buy America Preference; and,
  2. (b)Prime recipients and subrecipients may request project-specific waivers from the respective USDA awarding agencies to the application of the Buy America Preference.
