  1. (a)Nationals of the United States. A national of the United States shall not be issued a visa or other documentation as an alien for entry into the United States.
  2. (b)Former Nationals of the United States. A former national of the United States who seeks to enter the United States must comply with the documentary requirements applicable to aliens under the INA.
