Upon termination or revocation of its program designation, a sponsor must:
  1. (a)Fulfill its responsibilities to all exchange visitors who are in the United States at the time of the termination or revocation; and
  2. (b)Notify exchange visitors who have not entered the United States that the program has been terminated or revoked, unless a transfer to another designated program can be obtained.
