Party means—
  1. (a)The grievant/charged employee;
  2. (b)The Agency or Agencies employing the grievant/charged employee and/or having control over the act, omission, or condition leading to appearance before the Board; or
  3. (c)The exclusive representative if it has achieved party status under § 903.4.
