23 CFR §470.115

1. (a)The Federal Highway Administrator will approve Federal-aid highway system actions involving the designation, or revision, of routes on the Interstate System, including route numbers, future Interstate routes, and routes on the National Highway System.
2. (b)The Federal Highway Administrator will approve functional classification actions.
