HUD will review each recipient's Annual Performance Report when submitted to determine whether the recipient:
  1. (a)Has carried out its eligible activities in a timely manner, has carried out its eligible activities and certifications in accordance with the requirements and the primary objective of NAHASDA and with other applicable laws and has a continuing capacity to carry out those activities in a timely manner;
  2. (b)Has complied with the IHP of the grant beneficiary; and
  3. (c)Whether the Annual Performance Report of the recipient is accurate.
