  1. (a)Scoring. The Capital Fund program indicator score provides an assessment of a PHA's ability to obligate Capital Fund program grants in a timely manner on capital and modernization needs.
  2. (b)Thresholds.
    1. (1)The PHA's Capital Fund program score is based on a maximum of 10 points.
    2. (2)In order to receive a passing score under the Capital Fund program indicator, a PHA must achieve a score of at least 5 points, or 50 percent.
