  1. (a)Applications for inclusion in the applicant pool will be accepted on an on-going basis.
  2. (b)Applications may be mailed or hand-delivered.
  3. (c)Applications for negotiations in 1996 that are mailed must be postmarked no later than May 16, 1995.
