The children's court has exclusive, original jurisdiction of the following proceedings:
  1. (a)Proceedings in which a minor who resides in a community for which the court is established is alleged to be a juvenile offender, unless the children's court transfers jurisdiction to the Court of Indian Offenses pursuant to § 11.907 of this part.
  2. (b)Proceedings in which a minor who resides in a community for which the court is established is alleged to be a minor-in-need-of-care.
