If the Secretary makes a favorable Secretarial Determination, the Secretary will send to the Governor of the State:
  1. (a)A written notification of the Secretarial Determination and Findings of Fact supporting the determination;
  2. (b)A copy of the entire application record; and
  3. (c)A request for the Governor's concurrence in the Secretarial Determination.
