  1. (a)BIE will authorize payments equal to 95 percent of funds available for allotment by either July 1 or within 14 days after appropriations become available, with the remainder of the payment made no later than September 30.
  2. (b)BIE will not commingle funds appropriated for grants under this subpart with other funds expended by the BIE.
