  1. (a)Initial grant funds will be paid in an advance installment of not less than 40 percent of the funds available for allotment by October 1st.
  2. (b)The remainder of the grant funds will be paid by July 1st after the BIE adjusts the amount to reflect any overpayments or underpayments made in the first disbursement.
