A displaced business, farm or nonprofit organization is entitled to an amount not to exceed $500 (five-hundred dollars), as determined by the Commission, for actual reasonable expenses incurred in searching for a replacement location, including—
  1. (a)Transportation computed at prevailing federal per diem and mileage allowance schedules; meals and lodging away from home;
  2. (b)Time spent searching, based on reasonable earnings;
  3. (c)Fees paid to a real estate agent or broker to locate a replacement site.
