The term business means any lawful activity, except a nonprofit organization or a farm operation, that is—
  1. (a)Conducted primarily for the purchase, sale, lease and or rental of personal and/or real property, and/or for the manufacture, processing, and/or marketing of products, commodities, and/or any other personal property; or
  2. (b)Conducted primarily for the sale of services to the public; or
  3. (c)Solely for the purpose of subpart D of this part, conducted primarily for outdoor advertising display purposes, when the display(s) must be moved as a result of the Act.
