Any person who willfully:
  1. (a)Imports articles on the U.S. Munitions Import List without a permit;
  2. (b)Engages in the business of importing articles on the U.S. Munitions Import List without registering under this part; or
  3. (c)Otherwise violates any provisions of this part;
