28 CFR §813.6

1. (a)Ensure that all effective guidance documents are:
   1. (1)Identified by a unique identifier which includes, at a minimum, the document's title and date of issuance or revision;
   2. (2)Located on its web portal in a single, searchable, indexed database; and
   3. (3)Available to the public.
2. (b)Note on the agency web portal that guidance documents lack the force and effect of law, except as authorized by law or as incorporated into a contract.
3. (c)Maintain and advertise on its web portal a means for the public to comment electronically on any guidance documents that are subject to the notice and comment procedures and to submit requests electronically for issuance, reconsideration, modification, or rescission of guidance documents in accordance with § 813.9.
