BOEM will consider the following criteria in deciding whether to renew a lease or grant:
  1. (a)Design life of existing technology.
  2. (b)Availability and feasibility of new technology.
  3. (c)Environmental and safety record of the lessee or grantee.
  4. (d)Operational and financial compliance record of the lessee or grantee.
  5. (e)Competitive interest and fair return considerations.
  6. (f)Effects of the lease or grant on generation capacity and reliability within the regional electrical distribution and transmission system.
  7. (g)Other relevant factors, as appropriate.
