The regulations in this part give—
  1. (a)A general overview of the regulatory program to be implemented by the State or Federal regulatory authority;
  2. (b)The applicability of that program to coal exploration and surface coal mining and reclamation operations; and
  3. (c)The definitions that apply to the regulation of coal exploration and surface coal mining and reclamation operations.
