Terms and conditions for the implementation, administration and operation of a State program may be established by the Director as necessary, including, but not limited to—
  1. (a)Establishing a system for regularly reporting to the Office information collected by the State regulatory authority in the conduct of the State program; and
  2. (b)Providing the Office with access to books and records of the regulatory authority upon request.
