The objectives of assistance under this part are—
  1. (a)To assist the States in meeting the costs of administering reclamation and enforcement programs consistent with the Act;
  2. (b)To encourage the States to build strong reclamation and enforcement programs; and
  3. (c)To encourage the States to assume jurisdiction over the regulation of surface coal mining and reclamation operations.
