  1. (a)If the program administrator finds the applicant eligible, he or she shall inform the applicant in writing that the application is approved.
  2. (b)If the program administrator finds the applicant ineligible, he or she shall inform the applicant in writing that the application is denied and shall state the reasons for denial.
