As used in the regulations in this part and in cooperative agreements entered into pursuant to the regulations in this part:
  1. (a)Government means the United States of America;
  2. (b)Commission means the Appalachian Regional Development Commission established by section 101 of the Appalachian Regional Development Act of 1965;
  3. (c)State means any one of the States listed in section 403 of the Appalachian Regional Development Act of 1965; and
  4. (d)Local authorities or local bodies of government means a county, city, township, town, or borough, and other local governmental bodies organized and existing under authority or State laws.
