You are eligible for grants under this part if:
  1. (a)You are a State or Indian tribe with a reclamation plan approved under part 884 of this chapter; and
  2. (b)You have certified under § 875.13 of this chapter that all known coal problems in your State or on Indian lands in your jurisdiction have been addressed.
