  1. (a)You must use application forms and procedures specified by OSM.
  2. (b)We award your grant as soon as practicable but no more than 30 days after we receive your complete application.
  3. (c)If your application is not complete, we inform you as soon as practicable of the additional information we need to receive from you before we can process the award.
  4. (d)You must agree to expend the funds of the grant in accordance with SMCRA, applicable Federal laws and regulations, and applicable OMB and Treasury Circulars.
