The term Government of Iraq means:
  1. (a)Any interim or permanent Iraqi government in authority after June 30, 2004, and any subdivision, agency, or instrumentality thereof; and
  2. (b)Any partnership, association, corporation, or other organization substantially owned or controlled by the foregoing.
